لا تخلوا قرية أو مدينة على طول البلاد وعرضها من نقص في الماء أو الكهرباء أو هما معا ،هذه الفترة بالتحديد عجزت الشركة الوطنية للماء عن تلبية أقل قدر من حاجيات السكان للماء الصالح للشرب من تيرس الزمور إلى إنشيري وامتدت المعاناة إلى لعصابه والحوضين .

شركة الكهرباء هي  سجلت هي الأخرى عجزا كبيرا على عموم التراب الوطني نالت منه عاصمة الدولة حصة الأسد ،بالإضافة إلى تعميق المآسي في المناطق الشرقية مع حرارة الطقص والعطش والنقص الحاد في الكهرباء.
ومن القطاعات المخيبة أيضا والتي لم تسهم في تحسين حياة المواطنين رغم مقدراتها الهائلة.
